处于安全考虑，工程师站默认不能激活项目的。
一般工程师站是DCS工程师维护用，只有操作员才有操作权限，否则有时候会扯皮，呵呵。
如果想启用工程师站也可以激活项目，在OS项目属性里Options里面，第一个选择框AllowactivationonES勾选即可
